In order to further strengthen the management of lithium-ion battery industry and accelerate the transformation and upgrading of the industry, the Ministry of Industry and Information Technology promulgated in 2015 the "Standard Conditions for Lithium-ion Battery Industry" (hereinafter referred to as the "Standard Conditions") and the "Interim Measures for the Management of Standard Announcement of Lithium-ion Battery Industry" (hereinafter referred to as the "Interim Measures") and publicly solicited (hereinafter referred to as the Standard 2018 edition) and "Interim Measures for the Administration of Standard Announcement of Lithium Ion Battery Industry (2018 edition)" (hereinafter referred to as the Interim Measures 2018 edition), the new revised edition will be formally implemented.
According to the Interim Measures 2018, the Ministry of Industry and Information Technology is responsible for the management of the national standard announcement of lithium-ion battery industry. It organizes the review, sampling, publicity and announcement of enterprise application materials, publishes the announcement list of lithium-ion battery industry standards and implements dynamic management. The actual output of an enterprise in the previous year shall not be less than 50% of its actual capacity when declaring. At the same time, it is also required that enterprises strictly control the new projects of lithium-ion batteries (including matching) which only expand production capacity and have low technology level. New construction and expansion projects that are really necessary to promote technological innovation, improve product quality and reduce production costs shall be organized and demonstrated by the competent authorities of the industry in accordance with the relevant provisions, which can be implemented.
The coordinated development of batteries with upstream materials, vehicle enterprises, environmental protection, and other links, as well as technological breakthroughs of power batteries, will directly affect the development prospects of power batteries and even new energy vehicles. At present, the battery industry chain also needs to create a good development environment for the power battery industry by formulating production period development plan, strictly controlling resource exploitation, speeding up the construction of battery recycling system, breaking through core technologies, and strengthening collaboration, so as to promote the healthy and sustainable development of the industry.
In the eyes of professionals, the new policy simplifies the requirements of capacity and technological parameters for the four major materials enterprises of lithium-ion batteries, and further returns the technological dominance to the enterprises. At the same time, some backward capacity whose technology fails to meet the standards will gradually be eliminated by the market. The improvement of quality inspection standards for upstream material manufacturers of lithium ion batteries will undoubtedly have important significance for the quality improvement of related lithium-ion raw materials, including new energy vehicle power batteries.
